My guess is that you are uploading to a unix /linux host from windows then downloading them with an improperly setup ftp client. the line endings in windows are \r\n which will render correctly in notepad, unix/linux use \n which will not iirc. ...

boot.ini is not your issue as windows boots. Unless your definition of boots and mine differ. Now then, you will need to repair your windows install. or reinstall windows Which, means you may need a windows cd.

The fact that you can ping google.com means you actually have a connection to the outside. Hooray! Since you still cannot connect to google or eve something else is blocking your connection attempts. I would also get rid of the proxy as well. ...
